Coverage methodology

The public catalog separates source discovery, review, plan identity, and import execution.

Source review

MRF source indexes are reviewed before they appear in public coverage.

Plan discovery

Group-plan identities are based on reporting entity, plan id, id type, and market type.

File-level imports

Subscriptions resolve to source files so the same file is imported once for all matching plans.

Public publishing

Coverage pages show public metadata and freshness without exposing signed URLs, credentials, or node placement.

Pricing evidence model

Use MRF importable sources for negotiated rates, coverage-evidence sources for discovery, and directory-evidence sources for routing only.

Public coverage boundary

Imported CMS pricing data is shared after import. Client subscriptions and source submissions represent who requested work, not exclusive ownership of public MRF data.

ACA/SBC/benefit pages, provider directories, and PDFs are useful for benefit and network discovery but are not negotiated price evidence unless backed by a valid TiC MRF source.
